Can you do both?
Yes, and for heavy sun exposure it often makes sense: de-tan first to lift the tan, bleach afterwards to even the rest of the tone. Not on the same day if your skin is sensitive, since both involve some exfoliation. Ask the beautician; she will tell you honestly whether your skin needs one, the other, or both.
Neither one is a permanent fix and neither one changes your natural skin tone. What they do is remove tan and even out what the sun and dust have done. If someone promises a permanent change in your skin colour, that promise is wrong regardless of which service they are selling.
